It also says to have sludge and scum depths checked at least once a year starting in the second or third year after a pump-out.

That is guidance for longevity, not a statewide calendar you can be cited for missing. 410 IAC 6-8.3 focuses on design, soil evaluation, and construction. Local health departments enforce permits for installs and many repairs. Routine pumping remains maintenance you schedule, because solids physics do not care about your closing date.

Soil changes the stakes

Pumping frequency is about solids storage in the tank. Soil changes what happens when you miss the window. Central Indiana profiles often include dense glacial till, compact material that transmits water slowly and is treated as a limiting layer in 410 IAC 6-8.3. When the absorption field sits over clay and till, escaped solids have less forgiveness.
